Those measure how fast the main content appears, how quickly the page responds to taps, and whether things jump around while loading. On small-business sites, oversized images are the usual culprit.
Focus on passing Core Web Vitals on mobile rather than a perfect number.
Tests vary with network and server load. Look at trends and the field data when available.

A mobile friendly website is one a customer can use on a phone without zooming or hunting: readable text, a tap-to-call number at the top, buttons big enough for a thumb, no pop-up covering the page, and fast loading on mobile data.
