Not really. Google reviews attach to a place on Google Maps, so a review link needs a listing. The good news: your business may already have one that a customer or Google created. Search your name on Maps. If it's there, claim it and copy the review link from Ask for reviews. If not, add your business, then verify.
Anyone can build a review link from a listing's Place ID, even without managing it: https://search.google.com/local/writereview?placeid= followed by the ID. It works, but managing the profile is still better, because you can't reply to reviews otherwise.
